International law and relations has significant development in the area of international protection of human rights. Apart from the United Nations system, in Europe, there exist the OSCE system as well as the Council of Europe-based one. The OSCE system differs from the others because it is not a treaty based system. If international law is referred to as the norms of conduct that states recognise as binding in their relations with other states, generally, the OSCE norms do not clearly fall into the traditional conceptualisation of law. However, there is not a clear demarcation criterion of legal norms from non-legal ones.(Preface)
