Fry's original essays focus on the pioneers in the field whose work largely shaped its current contours. They include: Max Weber, Frederick Taylor, Luther Gulick, Mary Parker Follett, Elton Mayo, Chester Barnard, Herbert Simon and Dwight Waldo. The introductory chapter traces the contribution of each of these authors to the development of the field of public administration. The book is designed primarily for use in introductory courses in public administration at both graduate and undergraduate levels: however, it should be useful in other courses in public administration - as well as in related fields.
