Shakhrudin SHAMKHALOV, 65 years old, is an Avar. Avars are the most numerous of the indigenous peoples in Daghestan. Shamkhalov was brought up in a children’s home. After receiving an education he showed himself to be a good organiser. This led to his appointment to many important administrative posts in the republic, including that of Chairman of the Presidium of the Supreme Soviet of the Daghestan Autonomous Soviet Socialist Republic. Shamkhalov is now a Deputy to the Supreme Soviet of the Russian Federation.
