Montesquieu spent his life observing his contemporaries, studying their behavior. His curiosity was an inexhaustible source of pleasure for him. Recording everything—readings, encounters, judgments—he nevertheless refused to make his notes public: "I will refrain from answering for all the thoughts contained herein," he wrote at the beginning of one of his voluminous manuscripts. "I have only put most of them here because I have not had time to reflect on them, and I will think about them when I make use of them." We know some of this use: in the Persian Letters and The Spirit of the Laws. Books of criticism, certainly, but measured ones.
