The book contains the proceedings and background materials of the workshop, organized by WBI and Marmara University under the same title. The workshop and the book was developed with the objective of addressing the specific issues and challenges that local governments face when coping with natural disasters. It recognizes two important trends in the changing paradigm of disaster risk management: increased emphasis on the pre-disaster phase of the disaster cycle and the importance of local governments in building a safer environment for their constituencies. Policy makers and practitioners from Turkey were the primary audience of the workshop; consequently most papers focus on the problems that the Turkish disaster management system exhibits. We believe that inclusion in this volume of more general concept papers and disaster management experience from other countries contribute to advancing the common objective of finding appropriate approaches and solutions to issues that policymakers
